什么是MCERTS认证？（中英文）

来自环境管理的不断压力和对环境监测数据质量的要求，迫使英国环保局考虑加强对环境监测仪器和仪器操作人员的管理。因此，根据《区域环境空气污染控制法》和《区域环境空气污染防治法》的规定，英国环保局于1998年首次对烟/烟雾连续自动监测系统进行了产品认证，即MCERTS认证。

随后，英国环保局相继对连续空气质量自动监测系统、便携式烟/烟雾监测仪、水质采样设备、连续水质自动监测系统、土壤化学测试等进行了MCERTS认证。

MCERTS认证是一种准入认证，包括仪器产品认证、技术人员能力认证和测试实验室认可。该认证的监督管理机构是英国环保局。仪器产品认证和技术员能力认证由英国环保局授权的SCS（Sira Certification Service）具体负责。其工作独立于所有认证相关方，包括仪器制造商、监测技术人员、检测实验室和最终用户。环境监测相关检测实验室的认可由UKAS（英国认可服务局）代表英国环境保护署具体负责。

The constant pressure from environmental management and the requirements for the quality of environmental monitoring data have forced the UK Environmental Protection Agency to consider strengthening the management of environmental monitoring instruments and instrument operators. Therefore, under the provisions of the Regional Ambient Air Pollution Control Act and the Regional Ambient Air Pollution Prevention and Control Act, the UK Environmental Protection Agency first carried out product certification for continuous automatic monitoring systems for smoke/smoke in 1998, namely MCERTS certification.

Subsequently, the UK Environmental Protection Agency has successively carried out MCERTS certification for continuous automatic air quality monitoring systems, portable smoke/smoke monitors, water quality sampling equipment, continuous automatic water quality monitoring systems, and soil chemical testing.

MCERTS certification is an access certification, including instrument product certification, technical personnel competence certification and test laboratory accreditation. The supervision and management agency of the certification is the UK Environmental Protection Agency. The instrument product certification and technician competence certification are specifically handled by SCS (Sira Certification Service) authorized by the UK Environmental Protection Agency. Its work is independent of all certification-related parties, including instrument manufacturers, monitoring technicians, testing laboratories and end users. The accreditation of testing laboratories related to environmental monitoring is specifically handled by UKAS (United Kingdom Accreditation Service) on behalf of the UK Environmental Protection Agency.

MCERTS is the Environment Agency’s Monitoring Certification Scheme for equipment, personnel and organisations. It provides a delivery vehicle for compliance with European Directives which regulate industrial emissions, monitoring data, equipment and personnel. The scheme is built around proven International and European standards to ensure monitoring data is of a high standard.

MCERTS promotes public confidence in monitoring data, equipment and personnel and provides a framework for choosing monitoring equipment and services that meet the Environment Agency’s specifications.

The MCERTS scheme covers a range of monitoring, sampling and inspection activities including:

• MCERTS personnel certification for manual stack emission monitoring

• MCERTS for the self monitoring of flow
